In many editable PowerPoint resources, you can add text boxes anywhere you'd like, but because of copyright issues, you can't change certain aspects of the file.
If you are trying to edit a Google Doc, you will need to first make your own copy and then you will be able to edit. Go to File, then Make a Copy.
